By going onto the legislature's website, one can download the draft bills, amendments, vote counts, and reports that led to IFCA's passage. It takes time and patience, but it can be done. Until now, however, there have been no transcripts of the committee hearings, including testimony of citizens who spoke out in favor or against the bills. 

This project, overseen by Seattle insurance attorney Isaac Ruiz, painstakingly collected the entire legislative history, including commissioning certified transcripts of the committee hearings.

For the first time, these transcripts are being made available to practitioners and the public . We are proud to introduce the most comprehensive collection of IFCA's legislative history and an important resource for insurance practitioners.
